There is bootloader mode and then there is bootloader. Bootloader mode is the flashing mode. Bootloader is the code executed before android system boots. Some devices boot to a bootloader mode and then have a menu to choose which mode to switch to: fastboot, recovery, etc.

The device has to be restored by a specific method when in this state.
