If you have Settings>Messages>Send as SMS enabled, when an iMessage fails to send as an iMessage, it will be tried again as an SMS. My experience is that this generally works as designed. But, again, it’s not related to the person on the other end blocking you or putting you on DND. To reiterate: There is no way, on your end, for you to tell if you have been blocked or if his phone is on DND in any fashion.
